In 2003, when responsiveness-to-intervention (RTI) was still an emerging innovation, we edited a special issue ( Vaughn & Fuchs, 2003) in which contributors expressed cautious optimism about the potential for RTI to reduce the prevalence of academic difficulty while enhancing the validity with which learning disabilities (LD) are identified. The IQ-achievement discrepancy model is an established practice. It is relatively easy to employ. A teacher does not have to spend a great amount of time in the identification process because a certified diagnostician or school psychologist conducts the IQ and achievement tests. The identification procedure only requires a one-time assessment. We then focus on seven principles of effective intervention. First, we describe a validated, intensive remedial intervention for number combinations and another for story problems. Then, we use these interventions to illustrate the first six principles for designing intensive tutoring protocols for students with mathematics disabilities.The gender-responsive intervention signaled a transformative shift, championing the well-being of WICL away from punitive, lengthy pre-detention, incarceration, and disruption of maternal bonds; into an era of family and community integration.
